Believe it about as far as I can throw it. The only way any nuclear weapon gets used is if there is literally overwhelming evidence that Iran has a functional nuclear device and is about to launch it right this second.

Conventionally assfucking Tehran? Certainly an option, but nuclear? Nah. The amount of public buy-in required would be astronomical, they'd be deliberately leaking info to prime people on Iran having nukes just to see how the convos go. Even Israel isn't going to start a nuclear war, they'll want the perception that Iran was about to do it and they struck to save the jews.

As with everything fucked in the US right now, the problem is that it doesn't matter whether its legal or not, because you have to take them to court and deal with months of political rulings to make them acknowledge the foundational documents.
