What's the context of the quote? He specifically states he wants to raise the prices for "people who own their homes". It seems like it might tie into him wanting to go after investment firms who are buying up homes and renting them out.

If you ever thought line go up thinking was bad for stocks, it is nothing compared to how people think about home values. Homes are basically the only asset or investment everyday regular people are encouraged to leverage their ever loving tits off to buy and often told to just buy as much as they can because it will always go up.
