The funniest possibility is that a shitty Sig Sauer pistol know to just go off by itself (P320) might have fired and all the officers then started shooting in response to that thinking they were being fired upon.

That might actually be the case. The dude seems to be fine after the first shot(But then again that could also be adrenaline at work.), then after a pause when he even tries to stand up the ICE agent shoots him several times. If the first shot came from ICE I doubt they would only shoot once if they believed that the guy reached for the gun.
