They are the number one cause for identity theft, where someone steals everything your social security number and gets ID in your name and shit like that. Sometimes they don't get caught for years despite the fact that you've had a job in Florida or wherever in some cubicle and they are working as a custodian in a red roof inn in Colorado.
You know what really pisses me off the most about that? They could be caught easily by the fact that your identity is filling out two different tax returns for two different full-time jobs in two separate states. But the American government doesn't care about getting money it cares about not getting money.

An I-9 is supposed to be used to verify you're able to work in the U.S. I thought, this guy's I-9 wasn't checked properly, or at all apparently. The guy most likely used fraudulent documents to apply and it wasn't checked. Technically correctional officers do prison work so may not be accurate to call them cops, but this sort of implies they may be hiring illegals to be cops as well if they're just not checking documents.

Edit: Yeah, everyone's filled out this form before, right? Its used to check your identification for work, you fill it out whenever you apply for a job, you guys ARE Americans who have worked a job before, right?

Yep. I've had to scan my license and my SS card for the I-9 like any other working class jack-off. Problem is that there's hardly ever any real human interaction with validating the I-9s anymore. It's all automated paperless algorithmic background check processing bullshit. If you're lucky, your job's HR department uses a background check processing company that's still staffed with humans. 9/10 every job in the country will forward it to the same 2-3 companies for them to do the legwork, and I'm telling you this right now: a background check company ain't hamstrung for compliance to the same extent as a licensed US customs broker. You would be flabbergasted as to how little human intervention there is even in automated, paperless procedures.

I-9s also have a huge hole insofar as the fourth checkbox is concerned, where you have the option to list yourself as "an alien authorized to work until" such and such time. This is normally meant for expat workers in the USA that can't or won't apply for a green card (i.e. a 3PL firm's branch management team that more than likely comes from East Asia), but again: you'd be horrified by how many other exceptions slip through the cracks. Especially with "grey zone" migrants who aren't legally allowed to be here given existing immigration statute but the executive administration of the time somehow finds a way to integrate them (i.e. DACA under Obama letting illegal aliens have ITINs, TPS allowing illegal aliens from Venezuela and Haiti to seek lawful work).
