People have this idea that most illegals are being hired by a sketchy small business owner with a 70s porno hairdo giving them a handshake and paying cash, but nowadays the way it usually works is that the illegal gets hired with legitimate paperwork that's fraudulently obtained, there's an entire industry now around using stolen identities and poorly-audited documents to give illegals legit I9s, so that the employer either doesn't know the difference or has plausible deniability to pretend they don't.
