It's interesting that he says "in a building designed to accommodate 500". Many buildings that size will have some kind of food prep area; if they had a full time cook they could at least get basic meals out. But there probably isn't an ICE Food Specialist position. You'd expect one from an army's logistics wing, but this is just more indication ICE isn't militarized, and they aren't trying to be.

Also, official doctrine is MREs are supposed to be supplemented by fresh food out of the mess hall. You pack them out when you expect to miss meals, or in emergency zones where you can't set up centralized food prep. While you can survive on them alone, it's not ideal. If they're surviving off MREs and whatever packaged food they nab from stores, that tells you they are operating in "enemy territory" mode.
