I thought this was because her age is 3.3333 (3 with an added decimal 3 for every year shes been active).
Cause and effect are backwards, the age is because of the 3 not the other way around. Its a japanese number pun to go with her "pipipi" catchphrase which is also pi x 3. Her birthday is also march 3rd (3/3) and you know it would be march 33rd if such a date existed. Point is 3 is instrinsically tied to pippa's identity so in a way she was voted to the correct spot.

I get the running thing here that's developed seems to just be bringing up lolicon shit at every opportunity but this shit is blatantly just a grotesque pippa-ified version of the characters in the game I'm assuming was the one being streamed.
The face though the mocap rigging seems very well done sometimes looks like the cgi alvin and the chipmunks
