A governor can’t decide international diplomacy for the US because then it opens up the can of worms which would be governors making international decisions with possibly enemy countries and push the US into a civil war. Any governor that is doing international policy is going beyond their scope, and there’s a reason why only the federal government has any real jurisdiction over it.

Whenever I would go I would encounter at least one but usually a few cars blaring that one song hispanics love so loud you could hear it before you got out of your car.
