The most charitable read I can give this, is that he is indeed being contacted by true believers who want to know why their local officials aren't protecting the city from the Trump gestapo, and believes those true believes to be the majority. A less charitable and depressingly more likely case, is that he's hoping to inspire local open with plausible deniability, by trying to manufacture a false consensus that a broad majority of locals truly do want ICE gone, and not just an overly vocal minority half-composed of outsiders.

Hell, if someone's coming at you in armor it's unlikely to be someone on their own, and likely swat or worse. A decent 9mm and 45 or 357 sig or whatever with ok COM shots will do the job. But I got pretty much all options.
