vance isn't necessary for something like this, so he could easily have another engagement. and if he has no ability to make input, as a VP usually doesn't, why would it matter if he's there or not? the fewer individuals present for something like this, the less chance anything happens. gabbard isn't a surprise either if they have the intelligence, what good does she do in the room for planning? she has a more important job to do as well.
