TBH this is some kinda wild grey zone shit, you could argue that if there were more officers behind the first guy then MAYBE you could say someone feard for their life but there is 2 competing "fears for life"
If we had suspended Habius Corpus id give the Feds the benefit of the doubt but a masked man with an assault rifle coming up to your window suddenly is a genuine fair argument for activation of fight or flight, your personal feelings be what they may.

Next frame is contact, the car still barley getting going, "bumps" the guy out of the way

he momentarily looks like he will loose his balance but quickly straightens up, in this next frame you can clearly see he is standing up "fine" and the cars bumper is PASSED him

So at this point, she is purely trying to just flee, there is no more cops.
