My view is that the shooting was legal based off what the agent knew at the time. First shot was legal, idk about second and third ones.

They happen in fast enough succession that he's probably fine. I was impressed that he actually stopped shooting. I watch a lot of badgecams and it's not uncommon for them to just dump the entire magazine in these situations.
