That's how he describes his ideal government, it's always in corporate terms. He essentially wants a handful of Silicon Valley technocrats to run the country, and some puppet monarch to sit on a throne and take all the blame for anything that goes wrong. Presumably so that his quasi-shadow government can remove them like a used tampon when the public is sick of them, and pick a new figurehead to sit on the throne. He doesn't want a king running the country, he wants Mark Zuckerberg and Elon Musk running the country.
