Hell. For the price of a few off-the-shelf drones, or off the shelf-dumb rockets without explosives with fireworks, The US can get them to waste a bunch of anti-aircraft munitions, rocket fire, expose their positions for anti-aircraft and solider movements in case of an emergency.

Ironically the closest thing to a "rules based international order" that wasn't simply the hegemon's dictation was the Middle Ages when the Pope could denounce an Emperor and all the feudal lords would gang up on him. Eventually the French had enough of this and kidnapped the Pope but for about a century or two he could make insane statements like the "Sun and Moon allegory" and be taken seriously.
