It's worth remembering that Venezuelan refugees literally destroyed a ton of the oil infrastructure pre-COVID. Sanctions in 2019 were preceded by QOL falling off a cliff during the previous year's inflation, jilted employees basically sabotaged entire oil refineries for scrap metal. Link
