I'm starting to think one of the core causes of friction right now is that there are just massive swaths of the population that never thought about how laws need to actually be enforced. They think it's like an MMO where you can just implement a patch and suddenly everyone follows it.

I think part of it is Disney/Star Wars/Marvel rules whereby no one gets to act except "the good guys." When the "bad guys" act, it goes against the script. Many of them, especially the higher ups, expect everyone to just roll over and take it because the script says so and it benefits them.
