Venzuela has a nearly trillion dollar judgement against it in the WTO because they nationalized oil infrastructure and renegged on leases. (Collection on this judgement [plus payoffs to Biden] is why Chevron is the only oil company allowed to legally export a quota of Venezuelan oil).
You don't have an investment worth a trillion dollars over night.
Like some sort of... movie or something. Maybe like a film that was used by an american oil company to pitch a posting to said country.
But obviously the US never cared about Venezuela until the 2000s, so its impossible anything like that exists. Imagine if there was documentary evidence of Venezuela have a quality of life near that of a 1st world nation. God that would be absolutely humiliating for Venezuelans, to have to admit what they gave up to socialists and communists.

Bro I may be young compared to some of you guys, but yeah, I do know that we have been there a long time. Pretty sure they're in that belt too that can grow cocoa beans, so it isn't just oil we could extract, but chocolate too, which if anyone has been to a grocery store lately, is too fucking high. Add in any possible mineral wealth, and you have a literal gold mine. Venezuela can be a rich, safe nation again, and the US can profit too.
