Its not just extraction, it is transport and processing. VZ oil is fairly cheap to extract and cheap to transport to the coast, and there is enough of it justify high volume (read: extremely efficient) facilities like pipelines and tanker docks.
The fact its absolute shit quality is a minor probem by comparison to drilling a 1000 foot well into the seabed under 1000 feet of water.
