It would've been hard to call it a criminal enforcement action if they intentionally missiled the guy. Actually arresting, indicting, and arraigning him makes it hard for domestic critics to call it an unauthorized military strike, even though the military was involved.

Sending DEA and FBI guys to do the actual arrest was an optics master class. Trump has some excellent underlings this time around.
