Vance could be just going off of polls of purely Republican support of funding Ukraine or not. It'd be in line with how Trump believes he's extremely popular based on polls of purely Republicans.
Rather than go off of what the entire country wants, Republicans, independents, and Democrats, they may be focusing solely on what they think only the Republicans want while ignoring how this is causing the number of people that want to side with Republicans to dwindle.

This is the most likely explanation. They wouldn't be flying slow and very vulnerable helicopters over a foreign capital otherwise. They're not going to do something like this unless they know they're not going to encounter resistance, because the last thing any administration wants are news articles about a helicopter getting shot down and several dead special forces guys as a result of a botched mission.
