I have a theory about this. Israel was founded by a combination of western and Russian Jews at the end of WW2, when the US and the USSR were still loosely aligned. The OSS, which formed the bones of the CIA, also had a significant number of communists in its number, since they needed those people to interface with the USSR during the war.
So, as the Allies pulled apart and Cold War started to escalate, Israel became a sort of backchannel for cooperation between the intelligence agencies of the two superpowers, more so than the clownshow that is the UN. It was in that place where the sorts of people who wanted to find a way to work together to subvert and control the global population would come together to do their black books type shit. And nothing about that conflicts with the base philosophies underpinning Judaism.
