My guess is he didn't expect to evade capture this long, since most reasonable people would expect security cameras to be turned on. But with the bumbling of all the authorities on the case in every way they could, he realized, "Crap, I actually need an escape plan!"

Its so easy for the government to hide their tactics when all they have to do is pretend to be retarded and people like you will eat it up. The point of the investigation is to:
1) Find out who did it.
2) Find out who else could be involved.
3) Prevent evidence destruction.

If the FBI went out and spilled all their evidence on the table, countless retards would try to get involved and turn the hole investigation into a dumpster-fire(like with the Boston Marathon bombing). The FBI pretends to be stupid so that the suspect will think he got away with it(which worked, by the way, when catching the queer who shot Kirk). A suspect who feels safe will do dumb things that make the investigation far easier.

If the FBI did shit your way, every single event like this would just result in 1 guy getting arrested after he had a chance to destroy as much evidence as possible in order to fuel a mistrial. Co-conspirators would never get caught and actual criminal activity of this style would be far more popular.
