How? I do not see any politically realistic way that would ever happen. Half of the Democrat platform is based off of infinity welfare, and Republicans know that too much of their voterbase is full of welfare recipients to have the balls to push for anything like that. The SCOTUS making a drastic ruling (which I do not think they will do) is really one of the few realistic avenues for sweeping change that you can expect under the current political paradigm, and even then, I highly doubt the feds have the political will to enforce it. Progressives openly ignore multiple Court rulings, specifically around firearms, and the feds refuse to punish them because most of the fed agrees with the states' firearm prohibitions. It would be a start, but there would still be a lot of work to do.
If you could just wave a wand and implement the necessary changes, then we wouldn't be in this scenario to begin with. Unfortunately, the system has been sufficiently corrupted to the point that it is unlikely to be fixed by its own mechanisms. This is why I am more or less convinced that a political solution is no longer possible.
