I doubt M23 will back down because they have continued fighting even after Rwanda was forced to back away from them. So I read about that, going to try and find the source now but basically there are like 5 or 6 factions in the Congo fighting for power and he payed one of them for a photo op and press event but there is no way to make it bind to the other factions, whole place is a mess
