It would serve to galvanize Trump's base which is a positive. And in times where "nothing ever happens", a seemingly real threat (passing Congress) could be the attitude adjustment (for the Judges) everyone's been looking for.

It would be such a pain in the ass to kick a federal judge off the bench that it's not worth the time or political capital.
