Trump's deportation numbers are so low precisely because he responds with "wah! I'mma 'peal it, you hear?" every time a judge makes an illegal/wrong/etc order. It is not necessary at all for the orders to be upheld to cripple the deportation scheme permanently (don't worry, Trump will just make up a baseless number and everyone will eat it up. Is he still on 2 million or has he moved to 3 million despite the fact that he deported significantly less than half a million). Trump has only so many years in office remaining and anti-deportation activists are banking on a favorable candidate to take the office.
