it's the result of applying the dry technocratic problem solving approach to the TFR crisis.

observation: maintaining society and keeping it functional requires children.
problem: women refuse to produce sufficient amounts of children.
potential solutions:
-mass immigration to fill the gap? creates even more, even worse problems for the future.
-bribe/appease women into having more children? been tried for decades already, by various governments around the world, never been successful. the problem remains, and keeps getting worse.
-undo the social and political changes that led women to this position? impossible unless a drastic shift in political power happens first. so unless we see a coup, revolution, or civil war, this can't even be attempted.

no viable political solution seems to exist. so, what can be done? the techbros approach is to look for a technological solution that lets him bypass the problem entirely, and artificial wombs are exactly that.
Also, what pretty much nobody stops to question in a serious way is why exactly the population should only ever go up. I know the surface level explanations like paying for Social Security, but nobody can seriously explain how in a world of scarce resources we're supposed to just grow forever. You know what happens when animals become overpopulated in a region? More of them die and they have less kids, keeping the complex ecosystem metastable. We live in a complex ecosystem, we're part of it, but nobody in power acts like it, because they treat problems like birth rate as being independent of literally all other variables, and they treat bigger population as a simple and inherently good proposition, with no limiting principle.

I remember reading a novel back in 2010 or 2011 (forgot the title) about some cartel kid who was grown in a cows womb. This is somehow worse.
The book is even funnier than that because of what happens to the USians, and other plot details:

Limiting principles come at different tiers. Sometimes a canal can remove a limiting principle. Sometimes only complex supply chains can.

Nothing would be better for upward mobility than a shrinkage in the population, as it would make the ratio of people to resources more favorable (lower). It is in fact the people at the top of the hierarchy right now who are obsessed with endless population growth to suppress wages so that they can retain more of their workers' surplus value; this is the actual expansion of the serf class.

it's not (just) at the institutional level like social security
if you look at it at a micro level you get the same problem: having a 'family' structure where one or two working age children are expected to carry not only their own parents but also two uncles and an aunt (all childless) is just not feasible in the long run.
sure you can argue "just let the old farts die and stop blowing resources up their asses" but then we're back in "politically impossible" territory just like we are with the "undo feminism" approach.

and, more generally, lower numbers just mean less strength and less power pretty much everywhere, including military and security (manpower shortage, money shortage for equipment and maintenance) which makes defending against the third world hordes more difficult.

Some days I'm more in favor of genocide than others, but it really doesn't even take active measures to keep a system metastable. When we see TFR decrease we are seeing a natural correction that nobody has to force to happen. Follow the advice of the Taoist sages and literally just do nothing. Stop mass importing foreigners, stop worrying about GDP, and yes, stop worrying about pension solvency.

Unfortunately we live in a "democracy" so we don't select for good stewards of our civilization who might do things like this. We just select for whatever reality show idiot can make the most bombastic promises about the next 4 years

Like I said, we live in a democracy so we don't select leaders for long-term sense, we select for short-term gibs and promises. It is a terrible way to run a country and this was known 2000 years ago when Plato wrote Republic but nonetheless, here we are, saddled with it until the collapse.
