If implemented this would formally make the Russo-Ukrainian War a limited victory for Russia but also preserve Ukraine's sovereignty so I guess that's a good thing for them? Can't really trust Putin but the Ukrainians are running out of soldiers.

Ukraine won't take it because it gives Russia control over the exit of the Dnieper river. That line needs to include much more of Kherson province on the Ukrainian side in order to be viable. Without that the war will just grind on. Can be sold as a land swap since right now the proposal is Ukraine gives up territory that it still currently controls with nothing in exchange beyond a cease fire.
