The Spics in Florida are Cubans, and a good number of them are actually pretty alright, although this has changed slightly in recent years because a lot of actual spics have moved into Florida. It's a failure on Republican voters for not using the primaries more effectively. The left is twenty years ahead in terms of craziness because their voters vote well and often. But Trump doesn't want to burn it all down, he wants to reform them back into internationally-respected institutions of learning and scientific research. Threatening to withhold funding from individual universities is a negotiating tactic to get them in line. Threatening to end foreign student visas entirely would be dropping a nuke on the entire system, which is directly counter to his goal.
