If they are declared illegal not only do we lose all that revenue in the future, we will have to pay all we've earned back to the businesses, with no way to recoup the theoretical sales losses and consumer high charges the tariffs allegedly caused. Like Chimu Widgets Inc isn't going to refund the money back to customers. If orders were cancelled, you can't just get that back.
