Modern Venezuela after all, was founded by a dictator (Boliviar) and one must remember that Chavez (who established the current government in the country) was elected to office.
Yeah there is a reason Cold War nation building was much more effective: not saying it was perfect but post 1991 nation building has been a disaster.
