I can only speak to the baseline and diversity visa requirements but that chart is kinda retarded and has a lot of superfluous detail. The "public cost" (actually "public charge") is literally a yes or no question on the DS-260 form and no verification is done. If you show up to the interview with no limbs and a breathing tube maybe they'll wonder if you lied, but otherwise it's a very easy "No". COVID-19 vaccines are no longer required since Trump retook office too but that's forgiveable as it is old.
The employer letter, asset testing, poverty line, job prospects shit is all news to me. Never came up in my interview, I double checked the Department of State's website and it's not mentioned in the program steps.
Fees are also not structured correctly in their flow chart. You do not pay anything to enter the DV lottery, you just provide your passport number and a photo. The $330 DV fee is charged when you show up at the US consulate for an interview if you were selected and met the cutoff (which they don't mention). The $220 GC fee does not need to be paid straight away as the passport stamp is a valid Form I-551 document for up to a year after arriving.
They should put the question of "Were you born in an eliglble country?" up front as all the usual suspects (India, Bangladesh, Pakistan, China, etc.) are ineligible for the program even if they become a national of an eligible country. Only "workaround" is to marry someone who was born in an eligible country.
The cutoff number is quite a big detail to miss out on. It's the trailing digits of your case number and if it's too high, you may never get an interview as they're offered based on cutoff numbers given in monthly visa bulletins by DoS.

I'll freely admit it's a stupid visa but it's not the worst visa in the world since at least occassionally a white person can slip through the cracks and get in. At the very least it should be restructured to not allow third world shitholes to participate. But the answer to your question is "No" as it currently stands.
