Not quite true. Aurobindo and Sun Pharmaceuticals produce a ton of generics and both are based in India, but Teva Pharmaceuticals is one of the biggest manufacturers of generics as well and they are based in Israel. Sandoz, a subsidiary of Novartis, is another huge generic manufacturer and that's Swiss with a huge presence in Kundl, Austria. Viatris is an American producer of generics that was owned by Mylan and Pfizer, but is now publicly-traded. Endo Pharmaceuticals is another US-based generics company (also headquartered in PA like Viatris). Fresenius Kabi is German. I can go on and on with this stuff.

Fair point and you're right: they need to prove bioequivalence. Still not cheap for small companies, but faster and the result of the Hatch-Waxman Act - which did help lower drug prices. You are correct that it's not always a 1:1 between the brand and the generic, which is why some people still pay for the brand drugs, but drug prices are lower as a result and I have personally never seen a doctor adjust dosages between different manufacturers. Usually, a hospital or clinic gets large batches of drugs from the same manufacturers and go from there - unless I'm not understand what you're saying, which is highly possible.
I don't think that it's possible for them to cut that deeply. But this situation is greatly to Trump's advantage, because he campaigned on this. Hacking away at the fed government is what DOGE is all about. Trump voters want government reduction. The main people being hurt by the shutdown are leftists who love big government and are dependent on government benefits.
A funny thing I find about the sombrero meme is that Trump's original video was really about making fun of Chuck Schumer, the de facto leader of the Democrats and the shutdown scheme. As far as I can tell, silent Hakeem Jeffries is just there incidentally, so the video adds the sombrero to him for the same reason as the music, emphasizing the point that the shutdown (and the Dem strategy broadly) is about appealing to illegals. Then Jeffries cried racism to no effect, so now the shutdown is a big laugh pointing at the Democrats as sombrero-wearing clowns. And now Jeffries will be known as the sombrero guy since his public recognition has been a mere fraction of Schumer's.
Yeah, it's almost always close enough. Usually just an issue with certain drugs like heart medication, ADHD meds, etc. And usually the cause is cutting corners with different fillers and coatings rather than the active ingredient(s) themselves.
One common issue with generics is situations where the name brand med is timed-release, but the generic either doesn't release at the same rate, or isn't timed-release at all. It is a major issue for psych medications and painkillers.
