It's mainly old people. Social Security & Medicare together are about half of all federal spending. Basically, the federal government is a retirement fund that builds jet fighters as a hobby. Cutting the retirement programs is simply not an option. Old people cast a huge share of the votes in this country, and if you so much as hint at touching their stipends, you lose the next election.
