Weaning farmers off subsidies is the answer, will never happen though.

there's three options

#1 domestic farming gets propped up by subsidies
#2 domestic farming gets protected by extreme import tarrifs on all agricultural and food related products
#3 domestic farming dies and you rely on imports for food security

#1 is the least efficient but politically convenient
#2 is more efficient but politically hazardous (foreign countries will get angry, also causes some domestic discontent due to sharp price increases in imported goods)
#3 is most efficient but just terrible all around (you pay for that efficiency with the livelihoods of your people and put your food security at the mercy of foreign powers and international trade)

Could you provide additional context to the statistics you're quoting. I think you're misunderstanding what they actually mean. What you're stating makes no sense and does not fit with other statistics. If you take 1,000 people about half of them cannot have a baby as they are men. Of the remaining 500 who are women, a large number are either too young or too old to have children. Of those who are of child bearing age, not all of them will have a child in a given year. Some may have recently had a child and don't want to have another right away again. Others may have already had as many children as they want in their family.

What you're missing is that this figure isn't a lifetime number, but a measure of how many children were born per 1,000 people in a particular year. Suppose that the average lifespan of a person is 75 years. If you divide 1,000 by 75, then you need on average 13.33 children born per 1,000 people per year to maintain a stable population. If the people live longer on average, then you need fewer children born per year to maintain a stable population. If the US had an average life expectancy of 83.4 years, then 11.99 births per 1,000 would maintain a stable population.
