I feel like part of their idea, on paper, was to help newbies stick with the game and not quit out of frustration immediately after some bad first matches.
Many live service games have this kind of issue. Most of them solve it with good matchmaking, which DBD lacks. We only have very simple matchmaking, with a single rating number that goes up and down based on wins and losses. Others handle it by throwing easy bot matches at newbies for a while so they can ease into it before getting murdered by real players. DBD doesn't have this either.
It's easy to assume they have just forgotten newbies playing killer exist entirely. When you're brand new to the game and not so sharp in general you might get really confused at first trying to play killer and it may be impossible to get more than a 1K. This is common to people who aren't already genre-savvy. Now they have to follow a bunch of "Go to the west at midnight, but only on Thursdays, and not if the wind is blowing faster than 2 miles per hour, unless it's blowing from the northeast" type of really specific directions without close guidance by the game or its UI, else they're penalized and will lose even harder?
It really won't have the kind of effects on player retention that Behaviour may be hoping for.
