I'd encourage you to just try making your own, original pixel art rendition of the image. But if you really want to, one easy way to do it is with GIMP. First, shrink the image. I use Image > Scale Image to do this.Sorry for my ignorance but how are you guys painting such good replicas of images? example:

Anyone got a site I can scan an image to get some sort of coordinates for my pixels? I wanted to paint the esophagor from Neopets south of the Kiwiland border but its a lot more challenging than i thought.

Under image size, change either the width or the height to whatever you think would be a manageable amount of pixels (make sure the dropdown menu next to it is set to "px"), then click the chain button to change the height/width to match the original aspect ratio.
Play around with the options under "quality" to see which one makes the image look best.
Now your image should be pixelated
Again, if this is not the result you're looking for, feel free to fuck around with the way you shrink it.
Next, make a color palette out of the colors you're going to use. For this picture, I'd recommend making a color palette of the 3 teals, dark cyan, black, and one or two reds.
Because you want to use the colors available on wplace, screenshot the color options and open them in GIMP.
Open the palettes menu and press the circled button to make a new palette.
(if you don't have the palettes tab, go to Windows > Dockable Dialogs > Palettes)
Use the color picker tool (shortcut: o) on each color, then drag the color from the pop-up window to the palette.
Go back to your image and go to Image > Mode > Indexed. If it's already indexed, select RGB and then select Indexed again.
When this pops up, choose "Use custom palette" and select your new palette.
Dithering can be useful for more detailed images, but I don't think you'll need it here. The undithered picture looks like this:
