I think it is mostly cultural or a form of "learned helplessness", similar to how many recipients of food stamps are "too retarded to work a job", but know the food stamp system like the back of their hand.
Back when the alt-right was first on the scene, I was coming up with counter theories since I do agree with you, hyperfocusing on race is gay because the noted exceptions are just too notable to let that hyperfocus stand. To wit, I came up with the idea from my observations on specifically sub-Saharan Africa being just fucked geographically.
If this is a grand game of Civilization, they genuinely got shafted completely. Jungles are not ideal for no-tech agriculture, and Africa as a continent is basically unintentionally built to trap any hopeful budding civilizations there. It's a gigantic plateau making reliable river navigation all-but-impossible, there's no real native pack animals, and Africa has barely any natural harbors under the Sahara, meaning anyone there is basically locked to that area of the world and can't expect to go much elsewhere. The realities of this basically mean no wonder they didn't really invent or innovate much of
anything, most of Europe's technological leaps and bounds were caused by Europe being extremely interconnected. Throw in connections to China through the Silk Road, and no shit Europe ends up inventing the Maxim gun while the Zulus are still chucking spears at each other. Even if you transplant genetic geniuses to Africa, if you remove all the prerequisite knowledge European society has developed over millennia, all you can really do in Africa is hunting and gathering simply because farming
with literally nothing but you to farm with in Africa is practically impossible. So I got to thinking...
What if Africa couldn't develop cultural "technology" as well as the more physical kinds of technology?
Maintenance and things of that nature genuinely don't make sense if you're a hunter/gatherer. You're moving where food and resources are, and spears and grass baskets generally don't take much to build. So why stock a set of tools that will slow you down and don't really do much over an extra spear or two?

I'd say it's similar for a different reason. Welfare is generally an achievement murderer. African Americans had quite good literacy gains in between the end of the Civil War and the 1960's, and the fact Harlem became a cultural center of the US on par with Hollywood in its prime by the 1920's is enough of an outcome testament for me to say stupidity is not due entirely to a lack of neurons to rub together here, you need either active non-teaching or an extinguishing of the fire that got lit under them. Lo and behold, Lyndon B. Johnson oversaw these academic gains plateau entirely once he passed his block of welfare programs. What was once a group hungry for progress and innovation in a year turned slovenly and stuck under a standard deviation despite rocketing upwards faster than equivalent groups of white people.
So let's plug this back into Mother Africa basically being incapable of producing a fully native global civilization due to outside context factors. Blacks in the US were transparently aware of their own material inferiority in the system, many had just stopped being slaves after all, and had that hunger and drive to prove themselves. Then, in the 1960's, you had welfare sating that hunger and the Civil Rights Movement confusing everyone to go after political rights instead of economic success first. (Irish Americans are a good example of why this doesn't work. Many in this time period went to police forces, hence the stereotype of Officer Paddy O'Malley, and were at a similar level achievement-wise until they started focusing on economic success over political.) So now instead of a hungry populace with a tangible end goal in sight to strive towards... you had a sated populace with no goals whatsoever. Naturally you're going to try and just keep to maintain that homeostasis instead of actually doing anything to better you and your own. Why plant a tree for your kids when the welfare dollar pays for shade everywhere?
At this point, it kind of just goes Rat Utopia, and if you know that experiment, you might understand why LaShaniqua is more concerned with putting that baby money to snacks and getting her hair did than picking up skills and trying to enter the workforce.
