You would have no way of determining how many ballots you should have and expecting soldiers who might be in hostile territory to get their vote to a ballot box sounds like an argument an aloof, uninformed, and person detached from reality would make. Are you gonna set the ballot box for six months to collect all the votes prior to the election? Postmen are held to a standard. If the mail is tampered with then there would be consequences.
