My wild guess... Trump trying to force-manage cities as a reaction to the litany of shitty mayors who quite frankly aren't doing their damn jobs and letting cities go to shit. The path of frog-boiling would be to declare an emergency in L.A., then go after DC since he has nothing really stopping him, and then NYC (If I'm correct about the Olympics.) under the auspices of something diplomatic given the Olympics is an excuse for nations to engage in dick measuring and there's no reason not to show off Uncle Sam's.
Having played Civilization V, having direct control over every citizen in every city still isn't enough to get what you want sometimes. I don't envy Trump trying it.

Trump did what he did in DC because he could. It is slightly different to try and assume full-time law enforcement duties in LA or NYC or Philadelphia or Baltimore. That would not fly for a second and it would cause immense blow back against Trump and those who support him who might be in office or are running for office.

But hey crazier things have happened.

Ehhh... this is more cutting out one middleman who you know ain't doing shit. Mr. President is needed more than Donald J. Trump, if this makes sense, I can see him putting some staffer in charge of administrating under Mr. President's authority.

I don't think it's that crazy IF AND ONLY IF he's appealing to the global concerns with an unsafe NYC for the Olympics. Like it or not, a nigga moment that gets some... fuckin'... Albanian (or something) competitor killed is ultimately something Trump's gotta deal with as chief diplomat of the US. You can argue compelling interest on that one. I get Comed Jr's concern, finding this many exceptions is just plain not a good look under any circumstances, but I do think he's not properly valuing that in all of these cases, Trump is finding exceptions.

This move actually took a lot longer than I expected.

Not sure how well it will hold up. I thought Trump might try to get Republicans to push a bill that required all states to agree to No More Illegal Aliens Act or something like the National Minimum Drinking Age Act.

The Democrats pulled shit like this all the time under Obongo and Biden.

Trump's entire presidency so far can be summed up as "turnabout is fair play."

*snip*
Trump legally cannot take the actions he has taken in DC anywhere else. *snip*
That's not true. There are 2 legal ways that Trump could deploy federal troops/agents in any city in the US and clean them up just like he's doing in DC. Disclaimer, both methods are questionable(but legal) and have existed way before Trump entered politics.

Option one the Insurrection Act of 1807. Trump invoked this at the beginning of this year and used it to kick off the mass deportation of illegal immigrants. The act has been invoked before, the last time was in 1992. I'll quote the law below.
10 USC Ch. 13: INSURRECTION
From Title 10—ARMED FORCES
Subtitle A—General Military Law
PART I—ORGANIZATION AND GENERAL MILITARY POWERS
10 U.S.C. §§ 331-335
Sec. 331. Federal aid for State governments

Whenever there is an insurrections in any State against its government, the President
may, upon the request of its legislature or of its governor if the legislature cannot be
convened, call into Federal service such of the militia of the other States, in the number
requested by that State, and use such of the armed forces, as he considers necessary to
suppress the insurrection.

Sec. 332. Use of militia and armed forces to enforce Federal authority

Whenever the President considers that unlawful obstructions, combinations, or
assemblages, or rebellion against the authority of the United States, make it impracticable
to enforce the laws of the United States in any State by the ordinary course of judicial
proceedings, he may call into Federal service such of the militia of any State, and use
such of the armed forces, as he considers necessary to enforce those laws or to suppress
the rebellion.

Sec. 333. Interference with State and Federal law

The President, by using the militia or the armed forces, or both, or by any other means,
shall take such measures as he considers necessary to suppress, in a State, any
insurrection, domestic violence, unlawful combination, or conspiracy, if it--
(1) so hinders the execution of the laws of that State, and of the United States
within the State, that any part or class of its people is deprived of a right, privilege,
immunity, or protection named in the Constitution and secured by law, and the
constituted authorities of that State are unable, fail, or refuse to protect that right,
privilege, or immunity, or to give that protection; or
(2) opposes or obstructs the execution of the laws of the United States or impedes
the course of justice under those laws.
In any situation covered by clause (1), the State shall be considered to have denied the
equal protection of the laws secured by the Constitution.
Sec. 334. Proclamation to disperse
Whenever the President considers it necessary to use the militia or the armed forces under
this chapter, he shall, by proclamation, immediately order the insurgents or those
obstructing the enforcement of the laws to disperse and retire peaceably to their abodes
within a limited time.

Option 2, Declare a national emergency and take advantage of the National Emergencies Act (NEA). It would give similar powers as the Insurrection Act but he needs to outline exactly what powers he intends to take to address the emergency. Law below.
§1621. Declaration of national emergency by President; publication in Federal Register; effect on other laws; superseding legislation
(a) With respect to Acts of Congress authorizing the exercise, during the period of a national emergency, of any special or extraordinary power, the President is authorized to declare such national emergency. Such proclamation shall immediately be transmitted to the Congress and published in the Federal Register.

(b) Any provisions of law conferring powers and authorities to be exercised during a national emergency shall be effective and remain in effect (1) only when the President (in accordance with subsection (a) of this section), specifically declares a national emergency, and (2) only in accordance with this chapter. No law enacted after September 14, 1976, shall supersede this subchapter unless it does so in specific terms, referring to this subchapter, and declaring that the new law supersedes the provisions of this subchapter.

(Pub. L. 94–412, title II, §201, Sept. 14, 1976, 90 Stat. 1255.)

If you want me to go into more detail on how he could use these methods and give examples I can.

He may be pulling an Andrew Jackson Lite and fully exercising the presidency's power to execute the law. Congress has power of the purse-strings, but they aren't the ones necessarily handing out any money in the purse.

I took Crumbs there to be literal here. Trump really did pretty much waltz into the DC mayor's office with brass balls in hand and said he's the captain now. You're listing actual shit he needs to invoke first to do that. Subtle difference, but worth noting.
