Paypal let her accept money through friends and family for years, so the fact that the senders don't know her personally doesn't seem to be an issue for Paypal. Youtube also doesn't seem to care that she promoted friends and family paypal through her channel (many viewer reports over the years).

Would complaining about an alleged charity scam to Paypal be automatically disgarded by the company because the money senders declared it was a no-strings attached gift when they sent the money?

More or less. Payments sent through the "Friends and Family" option aren't covered by PayPal's Purchase Protection Program, which is designed to protect buyers and facilitate refunds. You can't open a dispute on a F&F transaction.

People might be able to skirt around PayPal by disputing the charge on their debit/credit cards, but that's a crap shoot at best and could result in the termination of their own PayPal accounts.

If enough people raise enough hell and get lucky, they might possibly get her PayPal account frozen or terminated for fraud, but they're unlikely to ever get their money back. PayPal doesn't really give a fuck and will only ever take action to cover their own asses.

She doesn't need to worry about donors doing chargebacks or trying to get their money back, she needs to worry about the alogs trying to flag her for child exploitation and sending receipts (the video and shit like that). When it comes to people trying to get refunds it will be cut and dry how PayPal acts but when it comes to the nature of fundraising/fraud then they may ban the account.

Lots of people try to instigate PayPal and others to close accounts of lolcows and they usually attach videos of them using a gamer word or some online slapfight no one cares about - but presumably when it involves a disabled/downy kid in an actual warzone and fraudulent fundraising PayPal will actually act considering the negative PR it could attract plus the fact that Syria only got removed from US sanctions very recently (my guess is they will be harsher when it comes to "fraud" and just ban accounts)

It depends but I don't imagine PayPal or Google will be receptive to "redeeming" the account should they ban it. It's unknown if it'll even get banned. But she is flying close to the sun with what look like outright scams that get a lot of attention and she isn't exactly low profile.
