Meh, I hope not. It'd be even more of waste of money than what he already does! Meth and crack together doesn't really synergize in any positive way. It largely only enhances negative side effects... So, I guess, maybe - yes - you are right. That would be one sure-fire way toward the path of possibly violent psychosis.

Don't know for sure but there was a day when he was more neurotic and high but wasn't taking the same frequent breaks as he does with crack. So whatever he took lasted longer.

That's the case for just about anywhere in the world except maybe in South America, where you can get cocaine just as cheaply, if not more cheaply, and cook it up into fire rocks.
If he actually switched to meth we should be able to notice soon. It's much less lenient on the user than crack cocaine. As funny as that may sound. If bro starts loosing teeth soon, takes much less frequent breaks and becomes more neurotic or even psychotic we'll have a pretty good guess he switched to ice.
