Yeah skimming past the low-effort "lets sperg about how we think every problem in the world is caused by black people" responses....
.... personally, I've always had a theory that there's sort of a Fodor's Number thing going on here.
Basically, in a smaller community, the more tight-knit it is. If you had a tribal village with only twelve occupants, it would not only be harder to get away with crime because everyone would know everyone else.... you'd be less likely to want to commit crime in the first place, because you're more capable of empathizing with those around you.
However, the bigger the number of people gets, the less empathy there is to go around. Large crowds of people look like just so many hairless apes to you, and so it becomes easier to see them as "NPCs" and justify anything you want to do.

Becomes criminal opportunity!
On top of that I feel like on some level, being anti-social might actually be a sort of default state.... for a lot of people, if not everyone. I think the existence of large amounts of people you don't know just scares some people. And therefore they see nothing wrong, especially if they're fairly young (since most people don't have anything resembling a moral compass until they turn 25 anyway).
That's my half-asleep thoughts, anyway.
