If there was actually anything deeper then that it would've been revealed by now considering how scrutinized the 45th and now 47th President of the United States has been in the last nine years.

This is too dumb and chaotic to be pre-planned and while I can see Trump having the capability to play along with something as a joke, Musk on the other hand can be rather impulsive and say extremely outrageous things.
It's important to remember those are only direct deportations too. Operation Wetback managed a ratio of 1 direct deportation to around 8 self-deports before the existence of the Internet.
