Sort of. India is very big and decentralized so you can't really speak in absolutes (except for shitting on the streets). There are decent units in the Indian armed forces but there is also a lot of extremely incompetent and poorly trained ones.

Just look at Indian equipment - they have Rafales, a shitty indigenous Rafale donutsteel, are training up a naval aviation branch, are going to be onboarding F-35s.... but they are also still flying combat sorties with goddamn MiG-21s. You don't even want to look at their armor.
