Politically speaking, it really would not matter, especially from the US perspective. It would simply serve to remove the ceremonial aspect of the state from its political aspect. Considering Putin's support for the Russian Orthodox Church, and the massive comeback it has made since the 1990s, I wouldn't be surprised if Putin moves to restore the monarchy circa 2030 as a Franco-esque dying bequest to Russia. Of course, it might be difficult to choose a Romanov candidate to fill the throne, as IIRC there are two potential choices. If anything, the whole scenario is a neat rejection of the "End of History" theory by Fukuyama et al., we will still be hearing echoes of the twentieth century for decades to come.

The desire to restore the monarchy is more popular outside of Russia than in it. While the Orthodox Church made a comeback, the Church was barely able to canonize the murdered family. If it’s that dicey in the Church itself, no way the public at large is going to have a favorable opinion on it.
