Ukraine gets/got away with this because they have/had a fairly "patriotic" culture that rather successfully indoctrinated their bootleg Volkssturm units and thus prevented this questionable strategy from blowing up on them.

I dont think going by historical precedent for situations like this when there is an

B) that this creative idea failed so spectacularly that it somehow achieved the opposite of what they wanted in just about every way.
