Immigration due process is basically giving you a chance to explain why your paperwork is out of wack or ought right missing. There doesn't need to be a jury because the main punishment is being denied entry and sent home, not depriving your rights to freedom by imprisonment or execution (unless your El Salvadoran). Also there isn't a need for a jury to act as a fact finder in the case, it is literally just a question of do you have a visa or not.
