We need it be that raising a family is something looked upon as a natural good and not "sacrificing a women's freedom".

This, plus we need to emphasize that PARENTS SHOULD BE THE ONES RAISING THEIR CHILDREN.
Families need bonding time. Giving birth then dropping the infant off at full time daycare until they're old enough for school has done more to damage the world than anyone in charge wants to admit.
Look at some of Hillary Clinton's talks promoting Head Start programs, then look at some of the other child-centered things she and her buddies are known for, and see if you don't feel a little sick.

i don't think these are mutually exclusive, in fact they are directly linked in some cases. shrinking is not necessarily dying and growth for the sake of growth without a thought for quality of life, meaning or morality of it's people is not health. we have only gotten larger and larger in the past century can you really look around and tell me it's not dying?
