The Chinese only have a few hundred warheads and not enough ICBMs for them all. They have to choose between Wyoming and Washington. Even attempting to go exclusively after US nukes, they don't have the capacity to reduce the US arsenal enough to prevent their complete annihilation. There's about one land based US ICBM for every Chinese warhead. What about bombers and submarines? The situation is only worse if they try to strike population centers or other military or economic targets instead.
